Bug fixes

Fixed: A download of a project which was already downloaded from Trimble Connect and is newer on Connect was not running correctly.
Fixed: Tectonic plate will be calculated automatically now based on current position for RTX time dependent transformations.
Fixed: RTX position calculation was incorrect with Swiss CH 1903+ datum.
Fixed: Stakeout distance values in the Outside Limits dialog always appeared in meters regardless of the distance units selected.
